NEW! Public Notice to Revise Land Development, Petroleum, Film and Building and Safety Fees

Effective July 1, 2025, land development, petroleum, film and building and safety fees for the Planning and Development Department will be adjusted pursuant to County Ordinance No. 4991 adopted April 4, 2017. This adjustment is based on the percent change of the Consumer Price Index (CPI), All Urban Consumers, Los Angeles-Anaheim-Riverside, from January through December of 2024. These fees will be increased by 3.4%. Additional information is available here.

NEW! Draft Prohousing Designation Application 30-Day Public Comment Period Begins 

The County is considering applying to the California Department of Housing and Community Development’s Prohousing Designation Program. The County’s draft Prohousing Designation Application is available for public comment for 30 days starting April 11, 2025, and ending May 12, 2025. On May 13, 2025, the Santa Barbara County Board of Supervisors will conduct a public hearing to provide an additional opportunity for residents to present oral comments or questions related to the draft Prohousing Designation Application. NEW! Online Payment Processor Changes

Planning and Development has changed our online payment processor effective Saturday 12/7/2024.  We are pleased to partner with CSG Forte, Inc to process our online payments via credits cards and electronic checks.  Please click here for additional information regarding online payment processor and any associated fees or restrictions.  

NEW Building & Safety Division: Revised Isla Vista Bluff Policy

The County’s Isla Vista Bluff Policy has been revised to provide the Department with tools to more precisely monitor bluff erosion in the Isla Vista Community. The newly adopted policy is available HERE

NEW Building & Safety Division: Exemptions from Building Permits or No Plan Check Required

In order to streamline the building permit process, the Building and Safety Division has developed a list of activities that are either exempt from building permits or will not require plan check review.

Applicants are responsible for determining if zoning permits are required for the proposed work. Please contact the zoning information counter, (nocounte@countyofsb.org or front@countyofsb.org ) to establish zoning permit requirements.

Public Counter - Scheduled Appointments and Walk-Ins

The Department's Zoning and Building information counter hours are as follows:

  • Mondays & Tuesdays - 9:00 am to 2:00 pm by appointment only (counter closed 12:00 pm to 1:00 pm). Follow this link to schedule an appointment with the Zoning or Building counter.
  • Wednesdays, Thursdays and Fridays 9:00 am to 12:00 pm open walk-ins.

The public information counters continue to be available during normal business hours via phone and email.

Electronic Plan Review

Building and Safety division is now accepting plans and design documents in PDF format for all submittals.  Final approvals will be issued on digitally approved plans. Learn More...
